Edgar Bergen was a famous ventriloquist, who was most well known for acts with a puppet named Charlie McCarthy.
Jess is accusing Dean of making Rory out to be a puppet. It’s possible that Dean doesn’t pick up on the full impact of the accusation, but Dean clearly knows he’s been insulted.
